Work Description - Selection Of Concessionaire For Development, Operation And Maintenance Of Sipcot Siruseri- Navalur Lake In Chengalpattu District, Under Dbfot Model Of Ppp

The State Industries Promotion Corporation of TamilNadu (SIPCOT), a State Government undertaking, represented by its Managing Director located at SIPCOT Head Office, Egmore, Chennai, invites eligible and interested Concessionaires to participate in an Open Tender for the "Selection of Concessionaire for development, operation and maintenance of SIPCOT Siruseri- Navalur Lake in Chengalpattu District, under a Design, Build, Finance, Operate, and Transfer (DBFOT) model of Public-Private Partnership (PPP)." This significant works project, identified by Tender Reference Number NIT.No.71/CD/T.No.71/2025-26, is located within SIPCOT IT Park Siruseri and operates under a Lump-sum form of contract. Prospective bidders are required to submit an Earnest Money Deposit (EMD) of ₹1,000,000 (Rupees Ten Lakhs Only). The tender process commenced with e-publication and document download starting on 12-Mar-2026 at 06:00 PM. A mandatory Pre-Bid Meeting will be held on 23-Mar-2026 at 11:30 AM at the SIPCOT Head office to address any queries. Bid submissions will open on 06-Apr-2026 at 10:00 AM and close on 23-Jul-2026 at 03:30 PM. Documents can be downloaded until the bid submission end date. The bids will be opened on 24-Jul-2026 at 03:30 PM at the SIPCOT Head office (online). Bidders must submit their proposals in two covers: Cover 1 for Fee/Pre-Qualification/Technical documents including Certificate of Incorporation, Memorandum and Articles of Association, GST Registration, PAN, Tax Deduction and Collection Account Number, Annual Turnover, Balance Sheet, Declaration of non-blacklisting, and similar work experience; and Cover 2 for the Finance (Price) bid. The submitted bids will remain valid for 180 days. There is no tender fee for this procurement.
