The State Industries Promotion Corporation of Tamil Nadu (SIPCOT), represented by the Managing Director, is inviting sealed bids through an open tender process for the critical role of Project Engineer (PMC) for the proposed development of a 60 MLD Sea Water Desalination Plant at Village Mullakkadu in Thoothukudi. This comprehensive project encompasses Construction Management and Supervision, including crucial Third-Party Inspection and a 15-year Operations and Maintenance (O&M) phase. The estimated tender value for this significant undertaking is ₹34,01,00,000, with a substantial Earnest Money Deposit (EMD) of ₹17,11,000 required. Bidders are hereby informed that the tender documents are available for download from February 17, 2026, at 09:00 AM until September 2, 2026, at 03:30 PM. The bid submission period commences on March 6, 2026, at 10:00 AM and concludes on September 2, 2026, at 03:30 PM, with the bid opening scheduled for September 3, 2026, at 03:30 PM. The tender is structured into two covers: Cover 1 will accommodate Fee/Pre-Qualification/Technical proposals, requiring firms to demonstrate a minimum of ten years of experience, and specifically experience in the design, engineering, construction, and commissioning of at least one 20 MLD plant as a PMC, as well as experience in the design, engineering, construction, and commissioning of a 250 km pipeline as a PMC, along with submitting their average annual turnover for the past five years. Cover 2 is designated for the financial bid. This is a lump-sum contract, and the bid validity period is 180 days.
