The National Highways Authority of India (NHAI), through its subsidiary Indian Highways Management Company Limited (IHMCL), is issuing this Request for Proposal (RFP) for the selection of an acquirer bank. This RFP pertains to the implementation of FASTag ANPR-based Multi-Lane Free Flow (MLFF) user fee collection at eleven fee plazas located across the state of Odisha, specifically within the "Bundle OD 02". The engagement will operate on a Fixed Transaction Fee Model, and the work is anticipated to span a period of 1975 days. Bids will be submitted through a two-cover system, with Cover 1 encompassing fee, pre-qualification, and technical documentation, and Cover 2 dedicated to financial proposals. A mandatory tender fee of ₹25,000 is required, payable to IHMCL in New Delhi. Furthermore, an Earnest Money Deposit (EMD) of ₹30,00,000, payable to IHMCL and payable at New Delhi, is also mandated.
