Work Description - Invitation Of Expression Of Interest For Empanelment Of Advertising Agencies For Publication Of Newspaper Advertisements

The Delhi State Industrial and Infrastructure Development Corporation Ltd. (DSIIDC), a State Government and UT organisation, invites Expressions of Interest (EOI) from eligible and experienced advertising agencies for their empanelment to handle the publication of newspaper advertisements. This open tender, referenced as DM/GAD/EOI, seeks to establish a panel of agencies for a period of 730 days (approximately two years), with no associated tender fee or Earnest Money Deposit (EMD). Interested agencies can download the EOI documents starting from 27-Jul-2026 at 06:55 PM, with the deadline for document download and bid submission set for 11-Aug-2026 at 12:00 PM. The bids will be opened on the same day, 11-Aug-2026, at 03:00 PM at the Office of the Divisional Manager (GAD). Applicants are required to submit a comprehensive proposal including, but not limited to, a Letter of Proposal (Annexure-IV), registration and constitutional documents, authorization of signatory, PAN, GST Registration, and crucial INS accreditation certificates for each claimed year. Furthermore, proof of a Delhi/NCR office, evidence of at least 5 years of newspaper advertising experience, experience with Government/PSU clientele, and proof of a minimum aggregate newspaper advertisement work of Rs 1.00 crore are essential. Financial stability must be demonstrated through audited financial statements and a CA-certified Financial Capacity Certificate with UDIN. Other mandatory submissions include GeM registration (where applicable), declarations regarding blacklisting/debarment, past performance, and conflict of interest, along with Annexure-I (Application Form) and Annexure-III (Technical Evaluation details).
