Liferaft and Hydraulically Luffing Davit Procurement for GRSE ARS Project

This tender seeks the comprehensive procurement of Liferafts with Davits for the GRSE ARS Project, as issued by the Department of Defence Production, under the Ministry of Defence. The bid, with number GEM/2026/B/7810217, will be open for submission from 20-07-2026 at 3:34 PM until 10-08-2026 at 2:00 PM. The scope of this procurement encompasses the supply of 110 units of Life Rafts, conforming to the SOLAS Pack-A standard, and includes a comprehensive array of essential accessories. These include a painter, manually controlled exterior and interior lights, a buoyant rescue quoit, a non-folding knife, a buoyant bailer, sponges, sea-anchors with shock-resistant properties, buoyant paddles, tin openers, scissors, a first aid outfit, a whistle, rocket parachute flares, hand flares, a buoyant smoke signal, a waterproof electric torch, a radar reflector, a daylight signaling mirror, a copy of life-saving signals and a waterproof card, food rations, and fresh water in accordance with LSA provisions. Furthermore, the supply must include a rustproof graduated drinking vessel, anti-seasickness medicine sufficient for intended use, a topping-up pump or bellows. Crucially, this tender also requires the provision of Hydraulically Luffing Davits for Life Rafts, complete with automatic release hooks. The davit system must include a control panel, hand-operated release mechanisms, and be supplied with observational (OBS) facilities for two years of exploitation. Essential for successful deployment and maintenance, the tender also mandates the inclusion of installation tools and test equipment, commissioning tools and spares, and instruction and training materials for servicing and maintenance. This includes Sea Acceptance Trials (SAT) and Factory Acceptance Trials (FAT), as well as training for ships' crew on davit operation and maintenance. Finally, comprehensive documentation in both hard and soft copy formats is required for the Life Raft Davits, along with Thermal Protective Aids, which should constitute not less than 10 percent of the total quantity, and a repair outfit for rectifying punctures and buoyancy issues.
