Work Description - Establishment Of C And D Waste Processing Plants In 5 Cities (bharatpur, Bhiwadi, Bhilwara, Sikar And Pali) And Operation And Maintenance For 10 Years On Vgf Basis

The Director, DLB, Jaipur, invites sealed bids through an open tender process for the establishment of Construction and Demolition (C&D) waste processing plants in five cities across Rajasthan: Bharatpur, Bhiwadi, Bhilwara, Sikar, and Pali. This significant project also includes the operation and maintenance of these plants for a period of ten years on a Viability Gap Funding (VGF) basis. The estimated tender value is ₹15,00,00,000, with an Earnest Money Deposit (EMD) of ₹30,00,000, equivalent to 2.0% of the tender value, payable to the Director, DLB, in Jaipur. A tender fee of ₹7,500 (comprising ₹5,000 tender fee and ₹2,500 processing fee) is also required, payable to the Director, DLB, and MD, RISL, in Jaipur. Bidders are required to submit two distinct covers: Cover 1 for all technical documents as per tender instructions, and Cover 2 for the Bill of Quantities (BoQ). The tender documents can be downloaded starting from August 1, 2026, at 06:00 PM until August 12, 2026, at 03:00 PM, with the bid submission deadline also set for August 12, 2026, at 03:00 PM. The bid opening will take place on August 12, 2026, at 04:00 PM at DLB Jaipur. A pre-bid meeting is scheduled for August 5, 2026, at 03:00 PM at the DLB office in Jaipur, located at G-3, Rajmahal Residency, Near Civil lines, Railway Crossing, Jaipur. The contract will be based on the Item Rate form of contract, and the period of work for establishment is stipulated as 450 days, with a bid validity of 180 days.
