Work Description - (including Routine Maintenance Work For 5 Years (1st Year Will Be Considered As Defect Liability Period)

The Executive Engineer, Construction Division No.1, PWD B and R, Mohali, on behalf of CE-PWD(B and R), a State Government and UT organization, invites eligible bidders for an Open Tender (Tender Reference Number: bid No.19 dated 12.06.2026, Tender ID: 2026_CEPW_170064_1) for the "MODERNIZATION OF RURAL LINK ROAD Chatoli, Akalgarh, Khizrabad Road (Road Code SAS005048) from RD 0.00 to 10.81 KM UNDER THE SCHEME OF SPECIAL ASSISTANCE TO STATE FOR CAPITAL INVESTMENT 2025-2026(Phase 1)" located in MC Kurali District SAS Nagar. This comprehensive civil works project, under a Percentage Form of Contract, includes routine maintenance for a period of 5 years, with the first year designated as the defect liability period. The estimated Tender Value is ₹ 12,10,50,451, with an Earnest Money Deposit (EMD) of ₹ 24,21,009 (2.0% of tender value), for which EMD through Bank Guarantee/Surety Bond or exemption is allowed. A non-refundable Tender Fee of ₹ 60,000 (inclusive of a ₹ 10,000 processing fee) is required. The period of work completion is set for 270 days, with a bid validity of 120 days. Critical dates include the e-Publication and Document Download/Bid Submission Start Date on 12-Jun-2026 at 12:30 PM. A mandatory Pre-Bid Meeting will be held on 23-Jun-2026 at 11:00 AM at the EE Construction Division No.1, PWD B and R Mohali. The Document Download End Date and Bid Submission End Date are both 03-Jul-2026 at 12:30 PM, followed by the Bid Opening Date on 03-Jul-2026 at 01:00 PM at the Construction Division No.1, PWD B and R, Mohali. Bidders must submit their proposals in two covers: a Technical Cover requiring documents such as technical qualifications, valid enlistment for All Road Works, PAN, EPF, GST, Bid Capacity, Bid Validity, non-blacklisting affidavit, annual turnover, and a Lead Chart/Valid NOC from Punjab Pollution Board; and a Financial Cover containing SECTION 8 FORM OF BID and the BOQ.
