The Central Public Works Department (CPWD), a key Central Government Ministry/Department, invites open tenders from eligible and approved contractors for a significant and highly specialized project. This tender, identified by NIT/RFP No. 13/SE/EE(E)/Mysore/CPWD/2026-27 R2 (3rd Call), pertains to the comprehensive "Planning, Design, Construction, Testing & commissioning, certification, and validation of a Bio Safety Level-3 (BSL-3) Laboratory (G plus 1 floor) in EPC Mode-I." This critical facility is designated for the National Centre for Disease Control (NCDC) and will be located at KIMS, Hubballi, Karnataka, under the PM-ABHIM initiative. The extensive scope of work encompasses obtaining all necessary local body approvals, EIA clearances, and a full suite of consultancy services including Architectural, Structural, and MEP. The construction involves advanced elements such as modular pre-fabricated wall and ceiling panels, epoxy flooring, specialized doors, and comprehensive drainage and water supply systems within BSL-2/3 containment areas. Further inclusions cover sanitary installations, internal roads, parking, underground sumps, terrace water tanks, external sewage systems, service trenches, demolition of existing structures, and retaining walls. The project also demands the installation of all internal electrical systems, fire alarm and fighting systems, lifts, substations, DG Sets, UPS, state-of-the-art Air Conditioning Systems (HVAC & VRV/VRF), CCTV, access control systems, IBMS, LAN, IP-based EPABX, Audio Visual systems, Boom Barriers, and ETP equipment. Crucially, the successful bidder will be responsible for the design, supply, installation, testing, and commissioning of all equipment for both BSL-3 and BSL-2 Labs, followed by third-party certification, validation, and commissioning of the BSL-3 facility. A significant post-completion commitment includes the operation of the complete facility for five years, annual maintenance during the three-year Defect Liability Period, and an additional two years of comprehensive maintenance, inclusive of annual validation for the entire BSL-3 lab facility and its equipment. The estimated cost for this composite Civil Works – Buildings project is ₹ 28,36,03,197 (Rupees Twenty-Eight Crore, Thirty-Six Lakh, Three Thousand, One Hundred and Ninety-Seven only), with an Earnest Money Deposit (EMD) of ₹ 38,36,032 payable via DD, FDR, CDR, BC, TC, or BG in favour of the Executive Engineer (Hubballi), CPWD, Hubballi. Bidders are required to complete the project within a challenging timeframe of 14 months.
