The Central Public Works Department (CPWD) invites open, composite bids for a high-value Engineering, Procurement, and Construction (EPC) Mode-I project involving the comprehensive Planning, Design, Construction, Testing, Commissioning, Certification, and Validation of a state-of-the-art Biosafety Level-3 (BSL-3) Laboratory (Ground plus 1 floor). This critical facility, to be developed under the PM-ABHIM initiative for the National Centre for Disease Control (NCDC) at KIMS, Hubballi, Karnataka, represents a significant national infrastructure upgrade. The extensive scope of work includes obtaining all local body approvals and EIA, providing architectural, structural, and MEP consultancy services, and executing all civil, electrical, mechanical, and specialized laboratory installations. This covers everything from modular pre-fabricated panels, epoxy flooring, advanced water supply and drainage systems, internal roads, and parking, to sophisticated internal electrical installations, fire alarm and fighting systems, lifts, substation, DG sets, UPS, HVAC (VRV/VRF), CCTV, access control, IBMS, LAN, IP-based EPABX, and Audio Visual systems. Furthermore, the contract extends to the design, supply, installation, testing, and commissioning of all equipment for both BSL-3 and BSL-2 labs, mandatory third-party certification and validation of the BSL-3 facility, and a comprehensive five-year operational and maintenance period, inclusive of validation, following the initial three-year defect liability period. The estimated project cost is ₹ 28,36,03,197, requiring an Earnest Money Deposit (EMD) of ₹ 38,36,032. The project is to be completed within 14 months. Prospective bidders are advised that mandatory documentation, including proof of EMD, GST registration, CPWD enlistment, and substantial experience certifications in structural system technology, is strictly required. A crucial pre-bid meeting will be held on 22nd June 2026 at 11:00 AM at the Office of the Superintending Engineer (Hubballi), CPWD, IIT Dharwad, Hubballi, to address queries and provide clarifications. The bid submission window opens on 16th June 2026 at 04:05 PM and will close on 08th July 2026 at 03:00 PM, with bid opening scheduled for the same day at 03:30 PM.
