The Himachal Pradesh Agriculture Development Society (JICA-ODA loan), a State Government and UT organisation, represented by the O/o District Project Manager, HPCDP (P-II)-JICA-ODA, Hamirpur, invites Open Tenders from eligible bidders for the work titled "Providing Subheads Lift irrigation Components including Distribution System at TWIS Bathu under HPCDP (Phase-II) Project-JICA-ODA Phase-II at Village Bathu, G.P Bathu, Tehsil Haroli, Distt. Una (H.P.)". This critical civil works project, under the HPCDP (Phase-II) Project, involves components such as Rising Main, P.M, HDPE, RC Chamber, SV Chamber, and Hydrant systems, to be completed within a period of 270 days. Bidders must ensure their submissions are completed by the Bid Submission End Date of 14-Jul-2026 at 11:00 AM, which also marks the Document Download End Date. A mandatory Pre-Bid Meeting is scheduled for 08-Jul-2026 at 11:00 AM at the Administrative Building, HPCDP (P-II)-JICA-ODA. The bids will be opened on 14-Jul-2026 at 11:30 AM at the same location. Prospective bidders are required to submit a non-refundable Tender Fee of ₹1,500 and an Earnest Money Deposit (EMD) of ₹51,100. The tender process will follow a two-cover system. Cover 1 (Fee/PreQual/Technical) requires submission of proof for tender fee and EMD payment, along with essential pre-qualification documents such as a certificate of registration/enlistment, valid PAN Card, and GST registration. Crucially, bidders must demonstrate experience of at least 3 years during the last 10 years, satisfactorily completing 3 irrigation/water supply works (including at least 1 similar work), provide financial statements for at least 3 years during the last 10 years, and show an average annual turnover for the same period, along with solvency proof. Specific technical requirements include a Performance Curve Chart of Pumping Machinery, and evidence of using empanelled manufacturers for HDPE Pipes. A site inspection certificate and an affidavit confirming no past penalization/termination under HPCDP JICA Phase-I or II are also mandatory. Cover 2 (Finance) will include the Letter of Bid and the Bill of Quantities (BoQ). The bid validity period is 180 days.
