DPDPA Compliance Framework Development and Implementation Support for Manipur Government

The Ministry of Information Technology, Government of Manipur, through Cyber Corporation Manipur Limited (CCML), is pleased to announce an open tender for the empanelment of consulting agencies. This significant initiative aims to bolster the state's data protection capabilities by engaging qualified firms to undertake DPDPA gap assessment, develop a comprehensive compliance framework, and provide implementation support. The services will be rendered for CCML, the Department of IT, and other government departments and agencies within Manipur, coordinated via CCML/DIT. This is a two-cover tender process, with Cover 1 encompassing eligibility criteria, pre-qualification, and technical bid components, while Cover 2 will be for the financial bid (BOQ). A non-refundable tender fee of ₹5,000 is required, payable to Cyber Corporation Manipur Limited at Imphal. Additionally, an Earnest Money Deposit (EMD) of ₹2,00,000 is mandated, payable to Cyber Corporation Manipur Limited at Imphal, and must be submitted through BG/ST.

The tender document download and bid submission period commences on October 1, 2026, at 05:40 PM and concludes on October 22, 2026, at 01:00 PM. Prospective bidders are strongly encouraged to participate in a pre-bid meeting scheduled for October 12, 2026, at 01:00 PM, which will be conducted virtually. The bid opening ceremony will take place on October 22, 2026, at 03:00 PM, at the IT SEZ Building 1, Mantripukhri, Imphal.
