Indian Air Force E-Office 2.0 System Upgrade and Implementation Partner Selection

Telecommunications Consultants India Limited (TCIL), a Public Sector Undertaking, hereby invites applications from eligible entities for the Selection of an Implementation Partner/OEM for the Upgradation of its Office Management System to enhance its capability, specifically for the E-office 2.0 initiative for the Indian Air Force (IAF). This is an open tender process, with a two-cover bid system comprising a Technical Bid and a Financial Bid. The tender documents are available for download from October 9, 2026, at 04:00 PM, and the download facility will close on October 14, 2026, at 11:00 AM. Bids must be submitted between October 9, 2026, at 04:00 PM and October 14, 2026, at 11:00 AM. The bid opening will take place on October 15, 2026, at 11:00 AM at TCIL Bhawan, GK -1, New Delhi - 110048. A non-refundable tender fee of ₹11,800 is payable to TCIL, New Delhi. An Earnest Money Deposit (EMD) of ₹87,50,000 is also required, payable to TCIL, New Delhi. Various payment instruments, including Demand Draft, FDR, Bankers Cheque, Bank Guarantee, NEFT, RTGS, and Insurance Surety Bond, are accepted for EMD. The EMD can be exempted under specific conditions. The selected implementation partner/OEM will be responsible for a comprehensive upgrade of the Office Management System, aiming to enhance its capabilities significantly.
