Delhi Announces Two Major BESS Tenders in Matiala, Dwarka, Goyla Khurd, Shivalik Grid Station

Delhi Announces Two Major BESS Tenders in Matiala, Dwarka, Goyla Khurd, Shivalik Grid Station - TenderShark

The Energy and Resources Institution (TERI) has announced new bids for two advanced battery storage projects. These tenders are required to help the city store electricity, manage peak demand, and reduce power cuts. TERI, on behalf of BESS Rajdhani Power Limited  (BRPL), recently announced the tender requirement on 10, December 2025. The last date of submitting the bid for the TERI tender is 30, December 2025, while the opening date will be 01, January 2026. This project will help to increase the Delhi power grid and manage peak demand efficiently.

In this blog, we will cover the complete details from announcement, due date, budget, eligibility, and everything in brief. So, without further delay, let’s get into the topic!

Note: These Important Tender Dates

If you are planning to bid or participate, then knowing these dates is important for you:

  • Bid Submission Deadline: December 30, 2025
  • Technical Bid Opening: January 1, 2026

What Are These New BESS Tenders About- Complete Overview

TERI has invited bids for installing two standalone battery storage systems in Delhi.

Tender 1: 12.5 MW / 25 MWh BESS Project

Location: 33/11 kV Shivalik Grid Station

Purpose: Grid support, peak shaving, backup power, and enhancing reliability.

Tender 2: 243 MW / 86 MWh BESS Project

Locations: These are the locations:

>> G-5 Matiala (66/11 kV)

>> G-7 Dwarka (66/11 kV)

>> Goyla Khurd Grid Station

These are some of Delhi’s key load centres, and adding storage here will help stabilise supply during peak seasons.

Why These Projects Matter for Delhi: Key Importance

Everyone knows Delhi faces high electricity demand, especially during summers. These BESS projects will help:

  • This will store excess power during low demand.
  • Release energy during peak hours.
  • Reduce chances of grid overload or outages.
  • Improve the integration of renewable energy.
  • It will provide voltage and frequency support.

With the grid forming inverter technology, the system can also offer “Black Start” capability, which means it can help to restart the grid during failures.

What is Eligibility Requirements for Bidders?

Both tenders need companies to prove technical and financial capability. Here are the other key conditions:

Tender 1: 12.5 MW/ 25 MWh Project

  • Earnest Money Deposit (EMD): Rs. 3,700,000 (Rs. 37 Lakhs)
  • Must have commissioned at least 1 MWh BESS in the last five years before the bid date.
  • Net worth requirement: Rs. 12 crores

Tender 2: For 43 MW / 86 MWh Project

  • Earnest Money Deposit (EMD): Rs. 1,21,00,000 (1 Crore twenty one lakhs)
  • Must have commissioned at least 4 MWh BESS projects
  • Net worth requirement: Rs. 35 Crores
  • Type-test reports for batteries and PCS required from accredited labs

These requirements ensure that only experienced and certified companies can participate.

Mandatory certifications:

>> ISO 9001:2015

>> ISO 14001:2015

>> ISO 27001:2013

What Exactly Will These BESS Systems Do?

Some of you might not know what these BESS systems actually do, so let us help you to figure out to understand it in a simple context.

Both tenders highlight a range of services the  batteries must provide:

  • Energy shifting or arbitrage
  • Peak load management (Also called peak shaving)
  • Frequency and voltage regulation
  • Backup support and black start capabilities
  • Improved power quality.

This makes it more than just batteries; it functions like smart and flexible energy assets that can strengthen the grid.

How Are These Projects Evolving in India’s Energy Plans?

India is now faster than several countries just because of the rapid growth in renewable energy, and with it comes the need for grid stability. Delhi already saw a 20 MW/ 40 MWh BRPL BESS project that was commissioned earlier in 2025. And now the new tenders requirement shows the rising demand and confidence in the storage technology.

BESS is becoming important for many reasons, such as:

  1. Seamless integration of solar and wind
  2. It prevents unnecessary power fluctuations.
  3. Support the urban distribution networks.
  4. It reduces dependency on diesel generators.

Who Can Participate in the Bid?

If you are confused about whether you can participate in the Bid, here is the tender’s open, fresh opportunity for:

  • BESS integrators
  • Lithium-ion and LFP battery manufacturers
  • Inverter and PCS suppliers
  • EPC contractors
  • Energy software and EMS companies
